What kinds of repairs are eligible for the Housing Rehabilitation Programs?

 

Code, health and safety items such as windows, doors, siding, roofs, and minor foundation repairs, electrical and plumbing are typically eligible for the program. This program is not designed for cosmetic improvements, and we cannot do remodeling, home additions, or mold abatement.

 


 

 

What is the goal of the program?

 

To provide assistance to qualified homeowners to make their homes as safe, energy efficient and low maintenance as possible.

 


 

 

How do I get an application?

 

Call the Housing Rehabilitation hotline at 763.783.4721.  Be sure to speak clearly, and spell any unusual names and/or addresses. Email us at accap@accap.org and request an application. You may also review information and print out an application from our web site here.

 


 

 

How do I know if I am eligible for the Housing Rehabilitation Programs?

 

Applicants eligible for this program must occupy the home to be rehabilitated.  Applicants assets must not exceed $25,000.00.

What is the maximum loan amount?

 

Loans are $15,000.00 for the MHFA Program.

 


 

 

How do I know what work will be done.

 

ACCAP will have an inspector determine eligible repairs.

 


 

 

How long do I have to wait?

 

Once your fully completed and signed application is received, your name will be added to a waiting list.  The MHFA Program is simply first-come/first-serve.  It is impossible to give an exact time frame, but you can expect to be on the list anywhere from 2 months to a year depending on funding and the number of eligible applicants.

 


 

 

Do I have to pay back the loan?

 

For the MHFA Program you are required to pay back the full amount when you sell the home, or after 30 years whichever comes first.  If you own a manufactured home in a park, the lien is only for 15 years.

 


 

 

What is the benefit of getting a Home Rehabilitation Loan?

 

Unlike a mortgage or equity line, this is a loan with no interest and no monthly payments.

 


 

 

What is the requirement of lead testing?

 

For the MHFA Housing Rehabilitation Program lead testing is required for any home built prior to 1978.  Items that test high in lead must be added to the bid.  Any additional expenses for lead work will not be added to the loan, but must be included in the maximum loan amount of $15,000.

 


 

 

Do I have to find my own contractors to bid on the items the inspector finds?

 

You may find your own "licensed general contractors" to bid, or you can simply have ACCAP include it in a monthly bid pick up, in which contractors that are familiar with the program will pick up your bid packet.

 


 

 

If I am not eligible, or am not interested in the Housing Rehabilitation Programs, are there any other options?
